The Instruction Hierarchy

In one line: Three tiers — global rules, project context, per-task skills — each at a different scope; an instruction at the wrong tier is either useless or noise.

The AI reads instructions from multiple sources at session start. These form a three-tier hierarchy, each level a different scope of guidance. Putting an instruction at the wrong level makes it either context-starved or clutter in sessions where it does not apply.
